Am I understanding right rows 10-17 preemie but rows 10-13 for 3 months? Why the shorter length for the larger size

Basically, If you look, the first size the yoke only goes to Row 12, then you go to Form armholes. The larger sizes have more rows before you get to that point. So in the end, the larger sizes do have more total rows before that point. I hope this makes sense
