Question re: measurements

Thanks so much for this fantastic pattern!
I have a quick question regarding the measurements listed following Row 30 of the main pattern. The pattern states that you should repeat rows 19-30 until shawl measures about 20-23" from beginning of row to tip.
I feel stupid asking this, but should the measurements be with "blocking" (i.e. stretched out) or just in its natural unstretched state? I am sort of assuming it is unstretched, but want to be positive before I continue. I'm not very good at visualizing finished measurements.

Thank you!

That is not a stupid question at all, as a matter of fact, it is a very good one. :) I believe that your measurement will be unblocked, but slightly stretched out, if that makes sense. I love this shawl, it is so gorgeous! Hope that you will share pictures when you get it done.

Thanks so much! That makes sense. I'm starting to get excited to do up the border!
