Hi, I bought the Raleigh belle pattern. I have difficulty understanding about the front and back panel ( The last row after row 8 it says to repeat. I I'm doing the newborn, row 8 ends with 35 sc my question is on last row how many sc will I have 37?

Yes, st count is 37 for size nb. If you look a few rows down, it gives the stitch counts for all sizes before going on to joining panels.
