I have copied and pasted the rows below for reference:
Layer 1:
Row 1: (RS) Beg-V-st (see Stitches) in first sc, work loop (see Stitches),*sk next 2 sc, V-st (see Stitches) in next sc, work loop, rep from * across, turn––23 (25, 25, 27, 29) || (29, 31, 33) V-st, 23 (25, 25, 27, 29) || (29, 31, 33) loops.
Rows 2: Ch 2, sl st in ch-2 sp of first V-st, beg-V-st in same sp, *pulling loop toward you and leaving it unworked, V-st in ch-2 sp of next V-st, rep from * across, turn––23 (25, 25, 27, 29) || (29, 31, 33) V-st.
Back in Layer 1 (quoted above) you made loops which consisted of a ch-5. In Row 2 of Layer 1, you left these large loops unworked... Try to go back and look for a series of ch-5 sts. Some of them may have inadvertently been pushed to the right side, but you can easily with your fingers or hooks push them back to the WS to work your Layer 2 (quote below)

Row 1: With B and dress upside down with RS facing, lift up Layer 1 to expose loops from Layer 1, attach yarn with sl st to first loop, (sc, ch 5, sc) in same sp (will count as an loop), beg-V-st in same loop, work loop, V-st in next loop, work loop, V-st-loop inc (see Stitches) in next loop, [V-st in next loop, work loop] across until last 3 loops, V-st-loop inc in next loop, [V-st in next loop, work loop] 2 times, turn––25 (27, 27, 29, 31) || (31, 33, 35) V-st, 26 (28, 28, 30, 32) || (32, 34, 36) loops.
